Professional Experience Summary:

Dr. Bailey has extensive experience in organizational assessment, statistical analysis, survey design and development, and training and personnel management experience. This includes experience with the Institute for Quality Management, Inc., the Central Intelligence Agency, the Naval Air Warfare Center Training Systems Division, ESS, and the Office of Personnel Management where she worked with Federal, state and private sector clients to improve organizational and management performance.

Dr. Bailey builds tailored surveys and data collection tools to meet customer requirements. She has managed the administration of organization-wide surveys across geographically dispersed units. She has conducted tailored studies, benchmarking, organizational assessments, applied research activities and customer satisfaction surveys. She has assisted organizations in designing performance metrics using the Balanced Scorecard methodology. She assists organizations in building sound business plans, in conducting strategic analysis for short-term and long-term planning, and in process reengineering, utilizing best practices and lessons learned. Dr. Bailey has helped organizations in assessing their performance using the Malcolm Baldrige and Presidential Quality Award Criteria and in achieving performance and quality improvement.

Dr. Bailey has taught statistics, quality management and team building. She develops tailored training programs, conducts training and facilitates executive and management teams in survey design, development and administration, Business Process Redesign, process improvement, performance measurement, customer service, Total Quality Management principles, leadership, team building, presenter and facilitator skills and result-oriented meeting management.


Work Experience

Senior Associate - Institute for Quality Management, Inc. – Fairfax Station, VA (1999 – Present)

• Dr. Bailey supported the Central Intelligence Agency’s Office of Technology Services in developing a workforce survey designed to identify significant factors related to job satisfaction. She designed a survey instrument to meet the specific needs of the client. Data were analyzed using SPSS and reports were generated using Excel. The data were used to build appropriate metrics under the Learning and Growth quadrant of the organization’s Balanced Scorecard.
• Dr. Bailey supported the Planning and Resource Staff (P&RS) at the Foreign Broadcast Information Service in defining the mission, roles and responsibilities of the unit. Using a structured protocol, senior leaders were interviewed to outline the customer requirements of the unit and identified staffing requirements.
• Dr. Bailey supported the Health Care Financing Administration (HCFA) in conducting an evaluation of the HCFA Clerical Re-engineering Pilot Project. The study will test whether changing the traditional secretarial position to an assistant position can result in a more productive role for current HCFA secretaries. The evaluation will assess the impact of implementing a program across geographically dispersed units.
• Dr. Bailey supported the District of Columbia Child and Family Services in conducting a job task analysis of the social worker occupational series, as well as, in developing competency-based performance standards for all occupational groups within the organization.
• Dr Bailey supported the District of Columbia Public Service Commission in conducting a job task analysis of all its occupational groups, as well as, in developing competency-based performance standards and in assessing the adequacy of its current compensation system.
• Dr. Bailey supports the Central Intelligence Agency’s Information Services Infrastructure in a business process re-engineering effort to improve the efficiency of the organization to respond to new customer requirements and to resolve IT related problems. In addition, she is supporting the development of a performance measurement system using the Balanced Scorecard methodology.
• Dr. Bailey supported the Central Intelligence Agency’s Telephone Company (CINTELCO) in conducting an organizational assessment using the Malcolm Baldrige Criteria, in assessing workforce attitudes and perceptions, and in gathering customer feedback. Currently, CINTELCO is making process changes to address the identified opportunities for improvement.
• Dr. Bailey supports National Imagery & Mapping Agency (NIMA) internal survey efforts. She assists in the design, administration and analysis of attitudinal data.
• Dr. Bailey supports Central Intelligence Agency’s Office of Advanced Information Technology’s internal survey efforts. She assists in the design, administration and analysis of attitudinal data.

Research Psychologist - Central Intelligence Agency, Office of Medical Services, Research & Analysis Division -Washington, D.C. (1996 - 1999)

• Dr. Bailey assisted federal components in gathering information and in writing business plans to enter a Working Capital Fund. The business plan addressed activity-based costing, marketing, environmental scans, operational and process design, and human resource issues. In addition, she assisted in identifying appropriate metrics utilizing the Balanced Scorecard methodology.
• She built the framework for a balanced scorecard for an organization that contained widely diverse products and services. Dr. Bailey supported clients in building customer service metrics to assess essential performance attributes such as the quality of communication, responsiveness, and timeliness, stressing the importance of measuring what the customer considers critical measures of quality.
• Dr. Bailey provided consulting support to components addressing organizational change and process improvement efforts. She served as an advisor to component and directorate metric boards in their effort to build an infrastructure to support standardization of measurement across products and services.
• She developed structured interviewing protocols and data collection methods to meet specific organizational requirements.
• Dr. Bailey was the project manager for the agency-wide employee opinion survey. She was responsible for the complete life cycle of the project, including the development of new survey items to address current topic issues, the administrative logistics to distribute in geographically disperse units, and data analysis and report generation. In addition, Dr. Bailey briefed senior agency officers in the results and conducted additional statistical analyses to address specific workforce issues.
• As an internal consultant, Dr. Bailey investigated various issues to determine program effectiveness, costs, benefits, and utility. She also benchmarked industry best practices, lessons learned and performance metrics to determine areas suitable for process reengineering.
• Dr. Bailey designed and developed training curricula, and instructed in a variety of areas, such as team building, group dynamics, process improvement strategies, quality principles, management and supervisory training, and statistics.


Sterling Examiner – Florida’s Governor Sterling Council – Tallahassee, FL (2000 – Present)

• Dr. Bailey is supporting the state of Florida’s effort in establishing performance excellence throughout its public and private businesses. She is currently conducting an assessment of an organization to determine organizational strengths and opportunities for improvement using the Sterling criteria, which is based on the Malcolm Baldrige National Quality Award’s criteria for Performance Excellence.

Research Psychologist - Naval Air Warfare Command, Training Systems Division - Orlando, FL (1989 - 1996)

• Dr. Bailey served as an internal consultant during her tenure at NAVAIR. She conducted special studies and managed multiple programs for a variety of clients, including, the CNET, NAVSEA, NAVAIR, the Naval Office of Training Technology, the U.S. Marine Corps, Navy Junior Reserve Officers Training Program, Veterans Benefits Administration, and the U.S. Army Simulation, Training and Instrumentation Command.
• Her projects focused on improving human performance and organizational effectiveness utilizing best practices in applied behavioral research. As a member of a Special Studies unit, her work resulted in organizational process improvements. For example, Dr. Bailey’s study of the benefits of the Naval Junior ROTC Program resulted in evidence that the program benefited the Navy, the community, the school and the cadet. The data collected were presented to Congress and supported an expansion of the program.
• Dr. Bailey co-authored the Naval Office of Training Technology's (OTT) strategic plan for the delivery of existing and emerging technologies to meet mission and training requirements. Her efforts were instrumental in the design and deployment of an Internet site to distribute training technology information. The effort was recognized in 1999 with the receipt of the Hammer Award.
• Dr. Bailey supported an effort to baseline the U.S. Marine Corps instructional delivery capabilities and practices. The study addressed organizational issues, including the need for a strategic plan for the acquisition, modernization, and management of instructional technology in the Marine Corps.
• Dr. Bailey supported the Department of Veterans Affairs in a review of the Veterans Benefits Administration [VBA] training program and developed a prototype Training Assessment System. Using the prototype design, the VBA established a centralized training organization and implemented a standardized evaluation system.
• Dr. Bailey developed the first agency-wide employee opinion survey for NAVAIR Training Systems Division. She was responsible for the design, implementation and data collection and analysis of the results.
• Dr. Bailey assisted management in preparing a submission for the Presidential Award for Quality. She supported the collection and presentation of organizational data for NAVAIR, TSD. NAVAIR was awarded the PQA for quality.
• Dr. Bailey served as an internal consultant to organizational units in process improvement and reengineering efforts. She also taught courses in team building and group dynamics, and served as team facilitator and quality advisor.
• She conducted basic human factors research in the areas of decision-making under stress, teamwork dimensions and human performance improvement. She managed a multi-million dollar contract for the Navy. She evaluated and wrote technical proposals, monitored contracts and prepared acquisition contract packages.
• Dr. Bailey has extensive experience in organizational assessment and performance measurement, conducted requirements analyses and job task analyses, developed business plans, and assisted senior managers in developing objectives to achieve strategic goals.
